Community Notice: The Meadow Vista HOA Monthly Board of Directors Meeting, September 20th, 2010 at 6:45pm MST at the Meadow Vista Clubhouse
Recently, the Board of Directors approved an update to the Rules, Regulations and Design Guidelines document, which included a clean up a many spelling and grammatical errors, and also included updating the document with updates from Board decisions.
A printed copy of this document has been mailed out to all homeowners and residents in our Community. The digital copy has been updated on this website and is ready for download from the link on the right side of this screen.
No updates have been made to the CC&Rs, and the Rules, Regulations and Guidelines document remains in support and compliant with the CC&Rs and State Legistlations.

Re: Street Parking
To All Lot Owners,
Due to the numerous complaints filed by property owners to the Association’s Community Manager and the sometimes dangerous conditions created by some residents and/or their guests who park vehicles on the streets, the Board of Directors voted at the Board meeting held on November 17, 2008 to install “NO PARKING” and “TOWING” signage at both entrances of the community and throughout the communities private streets. This action has become necessary as the Association’s governing documents prohibits parking on the streets within the community. The community’s streets are narrow and in the event an emergency vehicle could not gain timely access to a particular location within the community, the Association could be held liable for not enforcing the Association’s governing documents.
All City Towing of Phoenix has been contracted to provide towing services for the Association. All City Towing will conduct random inspections through the community beginning the week of January 19, 2009 and thereafter.
“No Parking and Towing” signs providing the contact information for All City Towing was installed on December 4, 2008 at each entrance to the community as well as throughout the community’s private streets. Please do not tamper with these signs in any way as that would cost the Association additional money to replace them. Anyone seen tampering with these signs will cause the respective Lot Owner(s) to become immediately responsible for the cost of replacing the signs. Effective Monday, January 19, 2009 any vehicle parked on the streets throughout the community will be towed and impounded at the sole expense and risk of the vehicle’s owner. The Association will not assume any liability for any damage or loss of personal items as a result of a vehicle being towed.
The Board of Directors labored long and hard over this decision, but due to the Association’s huge liability exposure, the requirement in the Association’s governing documents and its responsibility to all Association members and their tenants regarding safety, this action became necessary to implement. Street parking permits will be issued on a very limited basis to accommodate residents for special events, such as holidays like Thanksgiving, etc. Further information regarding the street parking permits was discussed at the Board meeting held December 15, 2008. The Board encourages all Lot Owners to attend the monthly Board meetings.
All Lot Owners who rent/lease their Lots are responsible for informing their tenants regarding this notification.

Meadow Vista Homeowners Association
As you may be aware, vandalism caused by ‘taggers’ has increased over the past two months. Graffiti has been found on block walls, on the clubhouse windows, on the electrical breaker boxes, on speed limit and no parking signs on the streets, and on ‘for sale’ signs throughout the community. Our ’Meadow Vista’ monument sign has also been damaged by the removal of several letters, then when the letters were replaced, two more letters were removed and taken.
Your help is needed to protect our neighborhood from vandalism. As you are leaving and coming back into the community, we ask that you take an opportunity to look around as you drive to see if you notice anything out of the ordinary, or see someone doesn’t look like they live in the neighborhood.
Unfortunately, this is costing all of us money and is impacting our community.
The following rule changes have been made to the Association Rules.
Flagpoles
Changed:
“Flagpoles are not allowed in residential area except for those used temporarily by Homebuilders at the models. Homeowners are advised to use brackets mounted on the house or garage to display flags.”
To:
“Flagpoles are allowed in residential areas provided they meet the following criteria:
- Flagpole does not exceed 20 feet in height
- Flagpole must be anchored in concrete
- Flag must be kept in good repair, as per the United States Flag Code
- If a flag is flown between dusk and dawn, appropriate lighting, as per the United States Flag Code, must be used.
Homeowners are advised they may use brackets mounted on the house or garage to display flags.
The following flags are allowed, as per ARS 33-1808: the American flag, the military flag, the POW/MIA flag, the Arizona state flag or an Arizona Indian nation’s flag. All other flags are not allowed.”
Parking
Vehicles of all owners, lessees, and residents, and of their employees, guests and invitees, are kept in garages, carports, residential driveways of the owner, designated parking areas, designated spaces in commercial areas, and other designated parking areas wherever and whenever such facilities are sufficient to accommodate the number of vehicles at a lot. Owners are requested to restrict on the street, overnight parking to 48 hours in any 7-day period or emergency situations only…
Added:
“… and require a registered parking permit provided by the Board of Directors, Committee, and/or Property Management Company.
Clubhouse Parking is designated for resident parking between 11pm and 8am only, and must be made available for Clubhouse Guest Parking between 8am and 11pm.
Failure by the residents or their guests to adhere to Parking Rules and Restrictions risk their vehicle being removed from Meadow Vista property at vehicle owner’s expense without warning.”

Two new Board of Directors were voted in by our Homeowners at the Annual Community Meeting held on 19 May 2008. Please welcome John Schoenleber (pron: shane labor) and Jon Morgan. We look forward to their contributions to the BOD in helping with the Business end of managing our Community.

Its getting hot!
As you cool off this pool season in our community pool, please remember the following rules:
USE AT YOUR OWN RISK
1. Pool is for Meadow Vista Residents Use Only.
2. Pool hours are 5 A.M. until MIDNIGHT.
3. Smoking permitted on POOL DECK only. Smokers must bring and use an ashtray.
4. NO GATE PROPPING or GATE CLIMBING is allowed. Gates at the pool MUST BE CLOSED AND LOCKED at all times.
5. Children under 16 years of age are not allowed in the pool area without adult supervision.
6. Children in diapers must wear plastic pants or swim diapers when in the pool.
7. NO GLASS of any kind is allowed in the pool area.
8. NO DIVING in the pool.
9. NO LOUD VOICES or MUSIC AT ANYTIME after 6 P.M. Please be considerate during other times.
10. NO PETS are allowed in the pool area (other than assistance dogs).
11. Pool furniture must remain on the pool deck.
12. Swim attire must be worn in the pool. Cut-offs and street clothes are not permitted.
13. GUESTS MUST BE accompanied by the homeowner or tenant. Please limit to 4 guests.
14. SUNTAN OIL is prohibited. SUNTAN LOTION is permitted. You must shower before entering the pool.
15. NO RAFTS or BALLS are permitted during high use periods.
16. Do not plug radios or any other appliances into electrical outlets at the pool. No extension cords brought within the fenced area. Battery operated appliances are ok.
As many of you are aware, parking in the streets is not allowed within our neighborhood. Our streets are very narrow, and cannot support the use of parking. Additionally, we are in violation of fire codes when emergency vehicles cannot pass through our neighborhood. Further, the Board has also received complaints from homeowners loss of home sales due to the parking issues we currently have.
The Board of Directors have a responsibility to maintain and enforce the CC&Rs, as they are documented. This means that if the Board does not provide appropriate enforcement, the HOA can be in jeopardy of legal action against it.
The Meadow Vista HOA Board of Directors are entertaining bids for parking enforcement. The downside to bringing in an external company to assist the Property Manager during off hours, is it costs money, which could lead to an increase in HOA assessments.
In order for the Board to not make this decision, we all need to do our part and ensure that our vehicles are parked either in our driveways or our garages. Each home, when built, was provided with four parking spaces, and those spaces are expected to be utilized.
Also note, inoperable vehicles are also not allowed to be parked on the streets or in driveways. If you have an inoperable vehicle, you will need to park it in your garage, or find an offsite storage facility for it.
We understand that you may have guests come in from out of town. If your guests need to park in the street in front of your home for a couple of days, please let our Property Management company know of the temporary parking situation.
At the request of the homeowners, the Board will be focusing more attention on Parking. The Board will work with the community by notifying homeowners directly, however, if the behavior hasn't been shifted for the better, the Board will discuss hiring a towning company to assist in enforcing the CC&Rs with parking issues on our private and narrow streets.
Your help is needed in this area in order to help keep our monthly assessments down and maintain compliance with our CC&Rs.

There may be some confusion existing on the part of some homeowners regarding trash container rules. We strive to encourage everyone to do their part in keeping up the neighborhood, so please keep your trash containers behind your fence or in your garage on non-collection days.
Although it may be considered to be a less important CC&R violation, it is also the easiest to correct. It has a direct impact on the aesthetic appeal of our neighborhood and consequently the value of our homes. For those who are not in the habit of storing the trash container properly, please spend the extra moment to do so.
With the rain comes those pesky weeds! Take a look out your front window. Be honest. Does your yard have weeds? Those pesky weeds are popping up all over the neighborhood and its making the whole community look neglected.
The best way to tackle weeks is to purchase a substance called pre-emergent that can be sprayed on the weeds over the entire yard. This substance will stop the weeds from germinating.
Pre-emergent can be purchased at any hardware / home improvement store and is generally good at keeping weeds away for 6 months. You may get a few weeds here and there, but you won't have a yard full of weeds every week.
